The recent scandal involving SSP Jackson Mucunguzi and his abhorrent comments about Faiza Fabz underscores a deeply entrenched rot within the Uganda Police Force. This incident is not an isolated occurrence but rather a glaring symptom of a systemic malaise that permeates the institution—a force marred by corruption, misogyny, and a blatant disregard for human dignity.
Jackson Mucunguzi, a senior police officer, disgraced himself and the entire police force with his deplorable sexualized remarks about Faiza Fabz, a well-known media personality. His vile comments, implying that her presence would sexually arouse police officers, were not just inappropriate but shockingly reprehensible. This incident occurred after Faiza was arrested during the ‘Stop Corruption March to Parliament,’ an event aimed at highlighting the rampant corruption that plagues our nation.
The audacity of Mucunguzi to post such filth on social media, thinking it was in any way acceptable, reveals a disturbing truth about the Uganda Police Force: its leadership is corrupt to the core, devoid of basic human decency, and alarmingly out of touch with the principles of justice and respect. This disgraceful behavior from a senior officer speaks volumes about the culture within the force—one that seemingly condones and even promotes such repugnant conduct.
Faiza Fabz, a respected journalist and presenter, was subjected to unwarranted and demeaning remarks simply for exercising her right to protest against corruption. Her arrest, alongside her colleagues, was already an overreach of police power. However, Mucunguzi’s subsequent comments added a layer of humiliation and objectification that is utterly intolerable. It is a stark reminder of the pervasive misogyny that women in Uganda face, even from those sworn to protect them.
The public outcry on social media was swift and justified. Citizens demanded Mucunguzi’s suspension and called for his expulsion from the police force. Yet, the response from the authorities was predictably feeble. Under pressure, Mucunguzi deleted his offensive posts and issued a pathetic apology, claiming he was merely complimenting Faiza’s beauty. Such a pitiful excuse only serves to underscore his lack of understanding of the gravity of his actions. His so-called apology was nothing more than a feeble attempt at damage control, devoid of genuine remorse.
This incident exposes the Uganda Police Force’s deep-seated issues. It is an institution that not only tolerates but also perpetuates a culture of impunity and disrespect. The fact that Mucunguzi, despite his reprehensible behavior, felt secure enough to make such comments publicly is indicative of a broader systemic problem. It suggests that there are no real consequences for such actions within the force—a force that is supposed to uphold the law and protect citizens.
Moreover, Mucunguzi’s rise through the ranks, from a Station OC at Makerere University to senior positions at Wandegeya and Jinja Road, and now the Human Resources Department at Police Headquarters, highlights another troubling aspect: the promotion of unworthy individuals. This is not an isolated case of one rogue officer; it points to a failure in the entire system of recruitment, training, and accountability within the Uganda Police Force.
The apology issued by Mucunguzi is not enough. It is a mere band-aid on a festering wound that requires a complete overhaul. The Uganda Police Force needs to be purged of individuals like Mucunguzi who bring nothing but disgrace to their uniforms. There needs to be a stringent review of the recruitment process, regular and rigorous training on gender sensitivity and human rights, and most importantly, a robust system of accountability that ensures that those who violate the law and ethical standards are held to account.
The citizens of Uganda deserve a police force that respects and protects them, not one that demeans and humiliates them. The disgraceful actions of SSP Jackson Mucunguzi should serve as a wake-up call for comprehensive reforms within the police force. It is high time that the Uganda Police Force cleans up its act and starts serving the people with the integrity and respect they deserve.
