In an audacious display of Machiavellian scheming, President Yoweri Museveni’s recent reshuffle of the National Resistance Movement (NRM) sectoral committee chairpersons is a masterclass in political subterfuge. Far from an honest attempt to tackle corruption, this orchestrated charade is a brazen power grab, shrouded in the flimsy disguise of reform.
Let’s be crystal clear: Museveni’s so-called purge is a textbook example of political treachery. Moses Magogo, Budiope East MP and husband to Speaker Anita Among, has been unceremoniously dumped from his role as chairperson of the ICT Committee. This dramatic ouster is nothing more than a smokescreen, designed to obscure internal power struggles and personal vendettas. If Museveni’s idea of combating corruption involves these theatrical stunts, then Uganda is trapped in a political farce orchestrated by a despot.
The purge continues with other sacrificial pawns. Robina Rwakoojo Gureme, the Gomba West MP and former chairperson of the Legal and Parliamentary Affairs Committee, has been ruthlessly sidelined. Dr. Charles Ayume of Koboko Municipality, formerly heading the Health Committee, and John Ntamuhiira Twesigye of Bunyaruguru County, previously leading the Education Committee, are similarly cast aside. It’s as though Museveni is orchestrating a grotesque game of political musical chairs, where the ultimate prize is the mirage of reform, while he consolidates his stranglehold on power.
Enter the new puppets, each one a compliant figurehead chosen for their loyalty rather than their competence. Sylvia Nayebare of Gomba DWR, now at the helm of the Trade and Tourism Committee, and Bukooli North MP Stephen Baka, appointed as the new Chairperson of the Legal and Parliamentary Affairs Committee, are mere pawns, reflecting Museveni’s preference for sycophants over actual talent.
Herbert Edmund Ariko, Soroti East MP, now presides over the Committee of Environment and Natural Resources, while the notoriously corrupt James Nsaba Buturo, former Ethics and Integrity Minister, is handed control of the Committee of East African Affairs. Buturo’s appointment is a darkly ironic mockery—his own ethical failings make him the perfect candidate for a committee supposedly dedicated to integrity.
The timing of this reshuffle is particularly egregious. It coincides with the revelation of the cooperatives compensation scandal, which has ensnared five MPs and Trade Ministry Permanent Secretary Geraldine Ssali in a massive theft of billions. Instead of genuine accountability, Museveni’s regime presents a politically motivated reshuffle designed to distract from this scandal and secure his grip on power. Museveni’s promise to “crush corrupt officials” is as credible as a fox promising to guard the henhouse—just another hollow promise in a litany of deceit.
This reshuffle is nothing more than a farcical display—a grotesque parody of reform intended to pacify a disillusioned populace while ensuring Museveni’s loyalists remain entrenched. The appointment of Shartsi Musherure, the Mawogola North MP and daughter of former foreign affairs minister Sam Kuteesa, as deputy chairperson of the Committee of East African Affairs, epitomizes the regime’s entrenched nepotism. This reshuffle isn’t about genuine reform; it’s about consolidating power under the thinly veiled pretext of cleaning house.
Museveni’s true agenda is as transparent as it is sinister: absolute domination. This reshuffle serves as a blunt instrument to purge potential dissenters while promoting loyalists to key positions. The message to NRM members is unmistakable: conform or face the consequences. Museveni’s ruthless tactics are a chilling reminder of his willingness to obliterate any opposition, both within and beyond his party. Loyalty to Museveni is the sole currency of his regime, and any deviation will be met with swift and brutal retribution.
Uganda is held hostage by a regime that thrives on fear, manipulation, and the farcical performance of governance.
