Exclusive Use and Restriction: Kampala Flyover Project Alters Traffic Landscape

The Kampala Flyover Construction and Road Upgrading Project (KFCRUP) is set to transform the city’s traffic dynamics, with the Uganda National Roads Authority (UNRA) unveiling plans for exclusive usage of certain sections upon completion.

The project, divided into Lot 1 and Lot 2, marks significant progress in Lot 1, encompassing Shoprite, Clock Tower and Nsambya Junctions, now substantially completed. However, Lot 2, covering Kitgum House, Garden City and Africana Junctions, anticipates construction initiation soon.

According to UNRA’s directives under Section 54 of the Roads Act (2019), specific sections of the city’s revamped roads will be designated exclusively for certain traffic categories.

Once the project is finished, access to Clock Tower Flyover and Kitgum House Flyover will be limited to specific vehicles and excluded for pedestrians, bicycles, bodabodas (motorcycle taxis), tricycles, and heavy vehicles exceeding 7.5 tonnes.

Similarly, the Nsambya Underpass will prohibit pedestrians, bicycles, bodabodas, motorcycles under 400cc, and motorized/non-motorized tricycles upon its completion.

However, UNRA has accounted for these exclusions by providing alternative routes and pathways. For instance, at the Clock Tower, upgraded roads will cater to certain vehicle categories, while pedestrians will have access via the Clock Tower Pedestrian Bridge. Nsambya Underpass will feature adjacent roads for designated users and walkways for pedestrians.

The forthcoming Statutory Instrument, to be issued by the Honorable Minister of Works and Transport, will formalize these restrictions, with Contravention constituting an Offense under the Roads Act.

These measures signify a significant shift in traffic regulation within these areas, promoting efficient vehicular movement while ensuring alternative provisions for pedestrian and non-motorized traffic, thereby heralding a new era in Kampala’s transportation landscape.
