The Anti-Corruption Court has remanded Mr. Baker Mugaino, the Commissioner of Land Registration, to Luzira Prison until 5th June 2025. This follows his appearance before Chief Magistrate Racheal Nakyaze after being charged with corruption and abuse of office by the Inspectorate of Government (IG).
Mr. Mugaino, who was arrested earlier by the IG, pleaded not guilty to the charges during the court session. However, his application for bail was denied due to the failure of his sureties to present themselves in court.
The charges against Mugaino are detailed as follows:
Count I: Abuse of Office
Between 8th and 20th April 2025, while serving as Commissioner of Land Registration at the Ministry of Lands, Housing and Urban Development, Mugaino allegedly abused his office by carrying out arbitrary acts detrimental to the interests of his employer, the Government of Uganda, as well as Tropical Bank Ltd, Akugizibwe Gerald Mugera, and Namayiba Park Hotel.
The alleged misconduct involved irregular cancellation of Certificates of Title for several land parcels, including: Kibuga Block 12 Plots 658, 659, and 665 in Kisenyi, Kibuga Block 4 Plot 152 in Namirembe and Kisugu and Kyadondo Block 244 Plot 2506.
Count II: Corruption
Mugaino is accused of neglecting to perform his duties as mandated under Section 85 of the Land Act Cap 236 and his schedule of duties as Commissioner of Land Registration. This negligence occurred during the handling of complaints relating to the same land parcels noted above.
The Anti-Corruption Court continues to handle several cases involving officials from the Ministry of Lands, highlighting ongoing efforts to clamp down on corruption within Uganda’s land administration system.
