Representatives from Eastern Africa Standby Force (EASF) member states have concluded a five-day workshop on Humanitarian Assistance and Natural Disaster Support (HANDS) in Uganda.
The workshop aimed to enhance disaster preparedness and response capabilities across the region by assessing current capacities, identifying gaps, and formulating strategies for addressing humanitarian crises and natural disasters.
Disaster management officials and facilitators from EASF member states participated in the event, marking a significant step in strengthening the region’s collective ability to respond to disasters.
Speaking on behalf of the Chief of Staff – Uganda Peoples’ Defence Forces (UPDF) Air Force, Brigadier General Richard Rubongoya, Director of Human Resource Management – Air Force, highlighted the workshop’s importance, saying, “The workshop has provided an invaluable platform to facilitate the generation of regional capacity for the EASF expanded mandate, particularly for HANDS. By determining current capabilities and proposing practical resources, you have laid a strong foundation for strategic decision-making and action.”
Brig Gen Rubongoya also thanked the African Union Peace and Security Architecture and the Eastern Africa Standby Force for their support. He acknowledged the expertise of the facilitators and representatives, noting that their efforts had strengthened collaboration and partnerships within the region.
Lead facilitator Mr Eric Swaleh praised the participants for their contributions to disaster management. He noted the development of a common response strategy, aligning regional priorities and capacities to ensure more coordinated and effective disaster responses.
Regional facilitator Colonel Anthony Naibei recognised the capabilities demonstrated by EASF member states, referring to delegates as “doctors of disasters” for their role in advancing disaster management standards. He emphasised the importance of assessing current capacities and addressing gaps, ensuring the region is well-prepared for future emergencies.
According to Col Naibei, two key objectives were achieved: enhancing EASF’s disaster response capabilities and reminding member states of their preparedness levels.
Participants were encouraged to bring the lessons and strategies learned back to their respective nations, fostering growth and strengthening regional disaster resilience.
