This is the same Nyakaana who will join the parade of “acting” KCCA heads who’ve come and gone like disposable toilet paper.
Remember Eng. Andrew Kitaka? The so-called “acting” KCCA boss after Jenifer Musisi fled the circus in 2018? Kitaka’s tenure was a walking disaster—an epic fiasco of confusion, corruption, and impotence. He was a mere marionette, controlled by Museveni’s slimy strings. Frank Nyakaana, despite his legal prowess, will be no different. He’s not there to make decisions or solve Kampala’s deep-rooted problems—he’s there to play the role of a yes-man while Museveni continues his backstage looting of KCCA’s coffers.
Dorothy Kisaka? She might have been toeing the line but dared to show a smidge of autonomy, and that sealed her fate. Museveni doesn’t just purge those who fail him—he destroys anyone who’s not willing to kiss the ring hard enough. Eng. Luyimbazi and Dr. Ojok? They were just collateral damage, sacrificed to manufacture a façade of accountability for an administration that wouldn’t know honesty if it slapped them in the face.
This spectacle is more than a warning; it’s Museveni’s twisted way of instilling fear into the few remaining KCCA technocrats—submit completely, or be crushed like insects. This is vintage Museveni: a tyrant who revels in eradicating competence, professionalism, and even a shred of self-respect from those under him. He wants nothing but groveling sycophants, cronies, and parasites who will help him drain the capital dry without raising an eyebrow.
KCCA, now reduced to a pathetic shadow of its potential, will remain an absolute joke—a cesspool of corruption and incompetence, a puppet of Museveni’s insatiable greed. The real victims? Over 30 lives were lost at Kiteezi, but instead of addressing the root causes—fixing waste management, investing in real infrastructure, and ending chronic mismanagement—Museveni is busy placing his cronies in charge to continue the decay.
What should be a professional institution dedicated to developing Uganda’s most critical urban area is now a cesspool of Museveni’s thuggish politics.
