President Museveni’s forthcoming reshuffle of Permanent Secretaries and accounting officers is nothing but a repugnant display of political theater aimed at fooling Ugandans into believing that his administration is committed to combating corruption. This so-called “renewed war” against corruption is a grotesque farce, a recycled sham that has repeatedly failed to deliver any real change. What Museveni is orchestrating is a cynical ploy to purge officials who have outlived their usefulness and to replace them with sycophants who will serve his despotic needs.
Adolf Mwesige, the Clerk to Parliament, is merely the latest victim of this abhorrent charade. The High Court’s ruling demanding disciplinary action against him is nothing more than a calculated move to sacrifice Mwesige as a scapegoat. Despite his long tenure, Mwesige is being unceremoniously discarded to placate public outrage over the blatant mismanagement of public resources. His role in questionable financial dealings is symptomatic of a much deeper malaise within Museveni’s corrupt regime—a regime that thrives on nepotism, bribery, and unbridled greed.
Museveni’s decision to rely on intelligence reports and public service appraisals in this reshuffle is laughably hypocritical. These reports are likely nothing more than doctored documents meant to justify a preordained purge. The reshuffle will create a façade of reform by sacking a few and promoting others, all while continuing to protect the very system that perpetuates corruption. It’s a sordid game of musical chairs where the only rule is loyalty to Museveni’s self-serving agenda.
The recent imprisonment of Trade Ministry PS Geraldine Ssali is another revolting spectacle in this farcical drama. It’s an appalling diversion intended to distract from the pervasive corruption that festers throughout Museveni’s government. The idea that this reshuffle will restore public trust is an absurd lie. The true beneficiaries of this exercise will be those who are willing to toe the line and uphold Museveni’s corrupt regime.
In the end, this reshuffle is a despicable maneuver by a president who is out of touch with the suffering of ordinary Ugandans. Museveni’s actions are transparent and vile: consolidate power by eliminating those who might pose a threat, all while perpetuating the same corrupt practices. Ugandans deserve more than this grotesque charade of reform; they deserve genuine leadership that truly prioritizes their well-being over Museveni’s insatiable hunger for control.
