King Museveni’s Crown Prince, Gen. Muhoozi, is poised to inherit the presidency of Uganda. As Museveni’s army chief, he is currently making final preparations for a smooth transition to the presidency. Given the significance of the security forces in Uganda’s political landscape, Gen. Muhoozi is consolidating his control over this crucial sector. So far, everything appears set for his ascension as heir to the throne of Uganda—barring unforeseen circumstances.
In preparation for his future role, Gen. Muhoozi has taken on various civilian responsibilities. He is involved in managing Uganda’s foreign relations, leading a powerful political party, and has become a political kingmaker. Additionally, he has effectively assumed the role of Museveni’s Vice President. Rwanda’s Paul Kagame is among the top regional leaders supporting his presidential ambitions.
In line with this, Gen. Muhoozi recently traveled to Rwanda as a “Special Guest” to attend President Kagame’s swearing-in ceremony. He used Uganda Airlines for the trip, accompanied by an entourage that included the Chief of Military Intelligence, Andrew Mwenda (the de facto Ambassador to Rwanda), Alexander Akandwanaho (Gen. Saleh’s son), and Brig. David Karemire, a personal friend of Kagame. Following the ceremony, Gen. Muhoozi reportedly stayed in Rwanda for a high-level discussion with Kagame, likely concerning the Congo project.
In a social media post, he expressed his sentiments: “I am delighted to return to my second home, Rwanda, to witness Affande Kagame’s inauguration.”
On the other hand, while Gen. Muhoozi enjoyed a swift 54-minute flight, Museveni’s Military Assistant/Aide-de-Camp (ADC), Vice President Maj. Jesca Arupo, endured a grueling 9-hour journey by road for the 500 km route. While Gen. Muhoozi was received at the airport by Rwanda’s Army Chief, Maj. Arupo was greeted at the Katuna border by the less significant Minister of Environment and Uganda’s Ambassador to Rwanda. As Gen. Muhoozi was driven a short distance to a residence in the city, Maj. Arupo still had another hour and a half to cover the 80 km road from Katuna border to Kigali city.
While Gen. Muhoozi described his visit as a return to his “second home,” Maj. Arupo tweeted: “I am representing H.E. Y. K. Museveni and I congratulate the people of Rwanda for a peaceful presidential election smoothly conducted.”
Notably, the post included an old photo from Kagame’s previous swearing-in ceremony, which featured former Sudanese President Omar Al Bashir in attendance. Just a few months ago, Maj. Arupo traveled to Kigali on Rwanda Air to represent Museveni at the 30th Commemoration of the Genocide.
