The scandal that has surfaced around Ramathan Ggoobi, the Permanent Secretary of the Ministry of Finance and Secretary to the Treasury, reveals an appalling display of corruption and abuse of power. Ggoobi’s involvement in the fraudulent handling of funds designated for cooperatives exposes a shocking level of moral decay and contempt for financial propriety.

Instead of fulfilling his role as a custodian of fiscal integrity, Ggoobi has descended into a pit of deceit and corruption. His manipulation of financial transactions to benefit select cooperative unions—North Bukeddi, South Bukedi, and West Acholi—is a blatant violation of established financial regulations. His audacious actions demonstrate a disturbing disregard for accountability and governance.

A particularly incriminating document, dated January 13, 2023, showcases Ggoobi’s grotesque directive to release Shs2 billion to South Bukedi Cooperative Union. This cooperative, mired in controversy and lacking proper validation, received funds under dubious pretenses. Such actions highlight Ggoobi’s systematic abuse of power and flagrant disregard for financial oversight, contributing to a broader pattern of mismanagement.

Ggoobi’s intervention is a blatant affront to the principles of financial discipline. His insistence on bypassing verification procedures to direct payments to South Bukedi—despite its previous unverified receipt of Shs500 million—indicates a deliberate effort to channel resources under false pretenses. This blatant manipulation is a clear sign of a corrupt scheme aimed at undermining financial governance for personal gain.

The scandal’s depth is further exposed by the Parliamentary Committee on Trade’s findings, which reveal the illicit nature of South Bukedi’s fund receipts. This systemic collapse within the Ministry of Trade and its oversight mechanisms underscores the pervasiveness of corruption. The correspondence between MP Geoffrey Ekenya and Ggoobi, detailing unaddressed compensation claims, reveals the extent of collusion and deceit.

Ggoobi’s actions raise serious questions about his motivations. Why would a senior official undermine financial protocols to facilitate payments to dubious entities? The answer lies in a corrupt nexus of political patronage and personal gain that underpins his every move.

As a senior figure overseeing other Permanent Secretaries, Ggoobi’s conduct is egregious and indicative of a broader corruption crisis. His efforts to bypass accountability measures and impose his will on the Ministry of Trade reflect a dangerous abuse of power. This scandal not only compromises the Ministry of Finance’s credibility but casts a long shadow of corruption over Uganda’s financial management systems.

The chaotic impact of this scandal is evident in the temporary replacement of Geraldine Ssali by Alex Kakooza at the Ministry of Trade, illustrating the severe disruption caused by these allegations. The detention of a senior official due to corruption underscores the gravity of the situation and highlights the urgent need for a comprehensive investigation.
