A smokescreen is an artificial cloud of smoke designed to create concealment, hiding the movement or position of soldiers from the enemy. In a figurative sense, a smokescreen is a ruse designed to disguise the truth about someone’s intentions or activities.
For quite some time, Ugandans have been anticipating a major cabinet reshuffle from Museveni. However, amidst speculation, he instead announced what he termed as “slight amendments” to the cabinet. He revealed that Ministers Nandutu and Kitutu, among others, were dropped due to their implication in the theft of government iron sheets intended for the Karamoja region. Surprisingly, Museveni retained his close confidant, Persis Namuganza, who had been impeached by Parliament several months prior. Additionally, he introduced Balaam and Aber to the cabinet, strategically assigning them roles that align with his agenda of grooming his son for the presidency of Uganda. Balaam has been tasked with mobilizing the youth, while Aber has been assigned the relief and disaster preparedness docket.
Moreover, Museveni relieved his army chief, Gen. Mbadi, of his trade docket, leaving the position vacant. This move fueled speculation, which was later diffused by the announcement of his son as the new army chief. This development has sent shockwaves through the political opposition fraternity. Academicians and elites, caught off guard, are now scrambling to provide their usual shallow analysis. This website has consistently pointed out Museveni’s intentions to formally appoint his son as the army chief and even provided reasons for this prediction. In essence, Museveni’s son has always functioned as the de facto army chief.
In conclusion, there was no actual cabinet reshuffle; rather, it was a smokescreen to facilitate his son’s advancement toward the objective. The elevation of Balaam, Aber, Phiona Nyamutoro, and others to ministerial positions was also part of this smokescreen. They are merely playing roles akin to peg boys, flower girls, and best men for the Crown Prince.
