UAE to Help Uganda Strengthen Government Institutions

Uganda and the UAE have formalized a Memorandum of Understanding (MoU) focused on the exchange of experiences in Government Development and Modernization. The agreement was signed on February 13, 2024, during the World Governments Summit in Dubai.

Gen. Odongo Jeje Abubakhar, the Minister of Foreign Affairs, represented the Government of Uganda in signing the MoU, while Mohammad Abdullah Al Gergawi, the Minister of Cabinet Affairs, signed on behalf of the UAE.

The Ministry of Foreign Affairs of Uganda explained that the objective of the MoU is to “develop joint efforts aiming to promote institutional capabilities and enhance governance in the field of developing government work, building institutional capacities, and skills for the future.”

Uganda’s Ministry of Public Service is designated as the implementing partner, collaborating with its UAE counterpart to coordinate and facilitate cooperative activities under the MoU. These activities encompass areas such as Strategic Human Resource Management, Public Service Excellence and Innovation, and the Professionalization of cadres in the Public Service, among others.

Dubai’s Government institutions have gained recognition as centers of excellence over the past few decades, consistently innovating in their approach to economic growth, diversification, and resilience. The city’s rapid yet sustainable growth is attributed to forward-thinking government policies, resulting in notable success in addressing challenges that could hinder sustainability and competitiveness in global markets.

Officials have stated that the signing of the MoU marks a significant milestone in enhancing relations between Uganda and the UAE.

Gen. Odongo expressed gratitude to the government and people of the UAE for their enduring friendship and support for Uganda’s transformation journey through investments across various sectors of the country’s economy. He emphasized the government’s commitment to continuing to facilitate and protect investments.

Furthermore, Gen. Odongo acknowledged the substantial increase in the Ugandan diaspora in the UAE, estimated at over 150,000 in recent years. He thanked the government of the UAE for hosting and providing opportunities for this community.

Gen. Odongo is representing President Museveni at the 2024 World Governments Summit, taking place from February 12-14, 2024, under the theme ‘Shaping Future Governments.’ The summit engages governments, international organizations, thought leaders, and private sector leaders worldwide to exchange ideas and identify innovative solutions for future challenges.
