Uganda’s security services have successfully apprehended a key suspect, Bahati Abdul Razak, 28, in connection with the terrorist Allied Democratic Forces (ADF) attack that occurred in Kamwenge District in December 2023, resulting in over 10 casualties. Police spokesperson Fred Enanga confirmed the arrest during a press conference on Monday, stating that Razak, an ADF rebel from Todoli in the Democratic Republic of Congo (DRC), was part of the group that infiltrated Uganda through Butunya – Ntoroko in November 2023.
Enanga disclosed that most of Razak’s colleagues were eliminated, and operations targeting other remnants are ongoing. The ADF terrorists had crossed from their hideouts in the DRC to carry out attacks in Uganda. Notably, in a separate incident in October 2023, ADF terrorists killed British citizen David Barlow and his South African wife Emmaretia Geyer during their honeymoon in Uganda, where they were visiting Queen Elizabeth National Park.
In response to the ADF threat, the Uganda People’s Defense Forces (UPDF) has increased the deployment of security personnel in and around national parks in western Uganda. Enanga also reported that the Joint Anti-Terrorism Track units recovered an 11-year-old ADF recruit, Kibumbo Munimbu, who escaped from the ADF in the DRC. The child had been taken there by his grandfather Sulaid Muzungu, an ADF rebel collaborator. Police are actively searching for the grandfather, and arrangements are in place to hand over the victim.
Enanga urged parents to protect their children and refrain from handing them over to hostile collaborators who recruit them into terrorism camps. The police’s counter-terrorism task teams are closely monitoring Uganda’s Western borderline for potential threats, particularly in the Rwenzori area, in coordination with territorial Joint Security Teams. Although there is no specific intelligence indicating new attacks along the Rwenzori axis with the DRC, public vigilance is encouraged, and any suspicious activities should be reported to security teams. Joint Territorial teams maintain a heightened posture, with patrols and increased visibility, to counter potential threats.
