Uganda has Thursday launched the much-anticipated National Central Electronic Monitoring System which officials say will transform gaming oversight.
“The comprehensive system is poised to address key challenges within the gaming and betting industry, offering solutions that range from enhanced compliance and increased revenue collection to improved enforcement and prioritizing responsible gaming,” said National Lotteries and Gaming Regulatory Board (NLGRB) chief Executive Officer, Denis Mudene Ngabirano.
The system was developed through a partnership between the Government of Uganda, represented by the Ministry of Finance and the National Lotteries and Gaming Regulatory Board and M/s Comtrade D.O.O and MTA Computers Ltd.
Ngabirano said the system has enhanced compliance mechanisms such as standardized reporting through various modules; and real-time monitoring of financial and non-financial transactions to close gaps in revenue collection, curbing tax evasion, and fostering financial transparency.
Revenue collections from the sector have grown from Shs 17.4Bn in Financial Year 2015/2016 to 151.9Bn in Financial Year 2022/2023.
It is projected that Shs 160Bn will be collected in FY 2023/2024 and Shs 300Bn in FY 2024/2025.
“The system’s modules provide detailed insights into both online and offline gaming activities, empowering the National Lotteries and Gaming Regulatory Board to enforce effectively,” said Ngabirano during the launch of the system at the board’s office in Kampala on Thursday.
The National Lotteries and Gaming Regulatory Board is the regulatory authority overseeing the gaming and betting industry in Uganda.
The system also boasts a Player Protection Module hence emphasising responsible gaming, protecting citizens from the adverse effects of gaming which is the main mandate of the Board by offering timely intervention measures.
The system also covers both online and land-based gaming activities, offering a holistic approach and ensuring regulatory oversight is thorough and effective.
Ngabirano disclosed that the Online Reporting Module is already complete, with operators integrating onto the system.
As of Thursday, Comtrade D.O.O, the consulting partner, had already commenced the land-based assessment and is set to develop the associated module.
Officials said the entire system is expected to be fully operational by the end of June 2024.
