Lubigi Wetland Encroachers Face Arrest

Kampala Capital City Authority (KCCA), in collaboration with the National Environment Management Authority (NEMA), has recommenced the eviction of encroachers on Lubigi Wetland along Busega roundabout.

The initial eviction of encroachers on Lubigi Wetland took place in October this year. However, a group of encroachers intentionally remained in occupation of part of the wetland, prompting the current eviction efforts to target this specific group.

The eviction operation resumed on Tuesday, December 19th, 2023, and is expected to last for two days. In contrast to the first operation, authorities anticipate making arrests of encroachers who have returned to the area.

The operation also includes the demobilization of the former Material Yard previously used in the construction of the Northern Bypass. Stones accumulated on the site and stoves used for fish smoking will be removed.

Despite ongoing sensitization efforts, Lubigi Wetland continues to face severe degradation from encroachers, with some individuals refusing to voluntarily vacate. NEMA expressed concern, stating, “The wetland is currently faced with serious degradation from encroachers, despite the sensitization taken by NEMA. NEMA issued restoration orders to all wetland encroachers engaged in activities within the wetland to voluntarily vacate, but many of them have not complied.”

On September 12, 2023, President Museveni issued a directive for NEMA to immediately evict all encroachers who had returned to Lubigi Wetland. The current joint operation by KCCA and NEMA aligns with this directive.
