Museveni has created a new structure within the national tax administration infrastructure, the URA. Dubbed the State House Revenue Intelligence and Strategic Operations Unit, its mandate is to provide oversight on URA operations and fight corruption within the tax administration system. He went ahead to appoint a one David Kalemera as the Senior Presidential Advisor and Head of the said new structure. He had earlier worked with URA before he was dismissed in 2017 on accusations of falsifying customs documents. He was consequently convicted by the Anti-Corruption Court in 2022 for aiding tax evasion that resulted in a loss of revenue to the government.
The development has sparked public outrage with arguments about why out of the 45 million Ugandans, Museveni opted to appoint a former convict. Further, they are wondering why he is creating new structures at a time his government is purporting to carry out mergers of departments and agencies in order to reduce the cost of public expenditure. The plain truth is that the so-called merger of departments and agencies has nothing to do with the purported management of public expenditure. It has more to do with the reasons why they were created decades ago. It is in the same regard that Museveni is once again creating jobs for his kinsmen, including David Kalemera. For him, the country is his private estate that can best be managed by only his family, clansmen, friends, and in-laws. He very well knows that as hostages, no single Ugandan can successfully challenge his action. It’s an expression of the highest level of arrogance, just in the same way a hostage taker dictates to hostages.
Just take heart and prepare for more of such.
