Luuka deputy RDC suspended for assaulting resident

Luuka Resident District Commissioner Paul Waiswa has been suspended indefinitely for gross misconduct following a complaint lodged by Abdullah Kisige, a casual laborer at Kiyunga car washing bay in Luuka district. Kisige accused Waiswa of physically assaulting him and submitted a WhatsApp video as evidence, where Waiswa is seen using a sugarcane stem to beat him.

The incident, captured on March 2 by onlookers, depicts Waiswa forcefully pushing Kisige off a motorcycle, causing him to fall to the ground, where Waiswa proceeded to assault him. The altercation reportedly arose from a disagreement over an order for a free car wash service, which Kisige resisted.

In the video, Waiswa is heard threatening to arrest Kisige if he did not comply with his order, while bystanders attempted unsuccessfully to intervene and defuse the situation.

Kisige attempted to file a case of assault with Luuka Central Police Station on Saturday evening but was advised by officers on duty to reconcile with Waiswa. Frustrated by the lack of assistance, he decided to file a complaint with the President’s Office the following day, where he received assurances of a prompt response.

As a result, Waiswa was summoned to the President’s Office, where he met with the secretary, Yunus Kakande. Following the meeting, Kakande announced Waiswa’s indefinite suspension for gross misconduct and directed him to present his defense within 14 days. This defense will be evaluated to determine whether the matter should be forwarded to the rewards and sanctions committee for further disciplinary action.

Kisige, suffering from severe back pains, is currently undergoing treatment at Kiyunga Health Centre IV.
