Luwero, Uganda | THE INDEPENDENT | More than 300 students at Kayindu Secondary School in Luwero district are facing uncertainty and panic following an eviction order issued by the landlord. The school was established in 1982 by residents in Kalagala sub-county on five acres of land donated by David Ssemwogerere. However, last year, Kasalina Navuga, aged 83, claimed ownership of the land through a land title acquired in September 2019, citing succession.
On January 31, 2024, through legal representation, Navuga informed the LCI Chairperson and the school administration of her decision to take immediate possession of the land due to the school’s failure to regularize their stay or provide proof of ownership. She warned of legal action against anyone found on the premises after February 3, 2024.
Daniel Ssebyala, the Headteacher of Kayindu Secondary School, expressed panic over the impending eviction, stating that previous dialogues with Navuga failed to yield positive results. The school has no alternative location for the students.
On Monday, Luwero LCV Chairman Erastus Kibirango convened a meeting with parents, the landlord, and local leaders to address the issue. However, the meeting ended abruptly as Navuga’s representatives allegedly insulted leaders and parents. Despite the adjournment, Kibirango directed that no eviction should occur until an agreement is reached.
Brenda Nabukenya, the District Woman Member of Parliament, and Robert Ssekitoleeko, the Area Member of Parliament, condemned what they termed as the grabbing of school land by the landlord’s family, pledging to block the eviction if a consensus is not reached with school administrators.
