UGANDA: Civilians to be armed, says Kayihura, on Museveni directive
In this video, Gen. Sejusa warned about oppression of opposition, training and arming civilians to brutalise Ugandans.
In the same clip, Kayihura denies arming civilians then a short while later in the same clip, he says Museveni had given a directive to arm civilians and even students.
Here is where Kayihura can tell ICC he was acting on Museveni’s orders. In fact, he will never be taken to ICC (touch wood).
Interestingly, in the same clip, Kayihura says NRM is not going anywhere. Ugandans will never get justice. Kayihura story is going to be pushed aside very soon.
To even imagine that he trained 11 million youth for his militia means do not be too confident of change as these thugs can be unleashed anytime if not by Kayihura but by Museveni who was providing the budget for them.

President Yoweri Museveni has ordered Inspector General of Police Gen. Kale Kayihura to set up a system of arming civilians, especially students in institutions of higher learning and shopping malls.
Gen. Kayihura said the move would help prevent situations like the Garissa incident in Kenya which saw terrorists kill over 140 students. Earlier, General David Sejusa had claimed that government was secretly training and arming groups ahead of the 2016 general elections.
