UGANDA: Will blackmail over AMISOM, refugee scheme work for Museveni?

Museveni’s 33 years old military dictatorship is once again in the international spotlight over gross abuse of human rights and institutionalized corruption.  The USA State Department has sanctioned Museveni’s blue eyed cadre and former police chief, Gen. Kalekyezi and his immediate family members over human rights abuses, corruption and illicit dealing in prohibited drugs and wildlife products.  The development has taken the Museveni regime by surprise because it all along believed that it had registered sufficient endorsement by the West.

Most shocking is the fact that the move comes at a time when the fate of the petition to the ICC over the 2016 cold blooded killings in Kasese and the US $ 1M bribery scandal from the Chinese is not yet out of harm’s way.  In November 2016 Museveni ordered his security outfits to invade and burn down the Rwenzururu King’s palace before killing more than 100 innocent souls.  Around mid 2016 a Chinese construction company top executive, Patrick Ho gave Museveni and his in-law, Sam Kuteesa a cash bribe of US $ 1M which they shared equally.  Patrick Ho was convicted by the USA Federal Court but the fate of Museveni’s and Kuteesa is in balance and they fear ever stepping on U.S soil.

When pressed by Parliament to react to the sanctioning of Gen. Kalekyezi, Museveni’s Prime Minister disclosed that Museveni is to meet with his top lieutenants next week to forge a way forward.  Appearing on NBS Television’s talk show, the Front line recently,  both Museveni’s bootleaker, Andrew Mwenda and the regime Spokesman, Opondo had no valid argument.  The two simply invoked the outdated communist rhetorics of sovereignty, nationalism, neocolonialism, imperialism and Pan Africanism before branding the USA and Israel as imperialist and Zionist respectively.  That is the level of despair facing the Museveni regime just because it rightly believes that the widening of the net is in the offing.

Since time immemorial, Museveni has skillfully thrived on manipulating and blackmailing the West.  From being ‘pro Uganda’ during the Cold War era to posturing as a front for the fight against the spread of Islamic Fundamentalism from Sudan.  From him  being a regional ally in the fight against global terrorism to his manipulative and exploitative refugee scheme and unending Somalia Peace Keeping mission. 

Whenever the West would question his governance credentials, he would threaten to withdraw his troops from Somalia and the West would back off.  With no option available, the same blackmail is the anticipated reaction from Museveni.  Already, there is an ongoing media campaign over the withdraw of his troops from Somalia.  However, the USA ought to watch its back – Museveni is a master of deceit.  As to whether it will this time around work for Museveni, just watch the space.
