UGANDA: Lt Col Nakalema sends Kisoro officials to CID over Shs7.3bn fraud

Lt Col Edith Nakalema, the head of State House Anti – corruption Unit, has ordered Kisoro district officials to report to CID headquarters in Kibuli for interrogation.
Nakalema on Tuesday stormed the South Western Uganda district following complaints alleging collusion between district officials and NAADS to defraud government of Shs7.3bn.
NAADS executive director, Dr. Samuel K. Mugasi, was present at the unearthing of the facts related to these allegations.
Nakalema said she received several complaints that officials of Kisoro District Local Government were colluding with some NAADs officials to defraud government UGX 7,300,000,000/= (7.3 billion shillings) through payment to non-existing Tea Nursery Bed Operators (NBOs).
A preliminary investigative visit was conducted with a NAADs Official, Mr. Mulumba, to Kisoro on 15 April 2019 and it was found as follows:
NBOs in six sub counties of Chahi, Nyakabande, Nyabwishenya, Murora, Nyarubuye and Busanza were visited and the verified list of NBOs from NAADs were obtained.
The verification of the actual location of the gardens on the list was based on the use of GPS operated by NAADs official- Mr. Mulumba.
Mr. Gerald Nkuruyikimana- Garden number 481(Busaro, Chahi Sub county) was found to have no Tea Seedlings as was claimed in the NAAD’s report dated 07 March 2019 and yet he was due to receive payment for 43,290 seedlings (UGX 17,316,000/=).
The following cases pending payments indicated over inflated numbers of seedlings being claimed by NAAD’s official as opposed to the actual numbers of seedlings declared by individual NBOs.
There were very many cases with no claims entered/made yet seedlings were verified for payment.
There were inconsistencies in the figures claimed on the distribution sheet and on the verified list.
Examples include; Nampa Immaculate garden number 1418 who had claimed 13,764 as per the NAADs list, had 39,046 seedlings verified and 78,625 seedlings (almost double) on the distribution list.
Besides, her distribution list had no signature from any official.
Some purportedly verified NBOs weren’t aware of neither the amount due for payment nor the number of seedlings supplied.
Example is Mr. Mbonigaba Augustine- garden number 1225 (Busaro, Chahi Sub county).
There were claims that during the verification process there was subdivision into smaller groups.
It was apparent that the 06 groups where most of the anomalies were identified didn’t do adequate due diligence during the verification exercise.
Some NBOs were known to have supplied to themselves inferring a conflict of interest in regard to actual numbers supplied for eventual payment.
Examples include garden number 1870, 1876 and 1844.
During the townhall, Bufumbira North Constituency MP, Hon
John Nizeyimana Kamara, admitted to a conflict of interest in being a supplier and grower.
Nakalema ordered all NAADs, OWC, district agricultural officer, district auditor, CAO, DISO and extension workers to help Police’s CID with this investigation.
Rev. Father Sebatwale Joseph (Mutorere Catholic Parish), Muntuki Didas (LC 3 Busanza) and Bihoreye Jackson (L2 Kibumba) have also been requested to help CID with investigations.
