HOIMA POLICE COMMANDER WORKED FOR THE OPPOSITION – MUSEVENI

CHANGE OF GUARDS – On the eve of the polling day for the Hoima District Woman Member of Parliament, the District Police Commander (DPC),  Christopher Katumba Kigundu was removed and replaced by Martin Okoyo.  Obviously, the move was meant to strengthen the partisan role of the security forces and the police in particular in the election rigging.  There is no doubt, Katumba Kigundu’s political clarity (loyalty) was doubted and the order to remove him was issued by Museveni.

The police came up with a statement refuting the public perception:
         “We would wish to inform the public, that the institution has a policy framework in place for transfers and postings of police officers to various posts.  As such, a placement committee, whose end goal is to appraise and monitor the performance of all officers, whether competent or incompetent, was set up, to ensure all transfers and postings, are transparent and merit based.  The committee works independently and looks at features such as civil service values and code of ethics and conduct. Therefore, those who are attempting to bring propaganda in matters of our transfer and postings, must know that it is a prerogative of the placement committee, which should not be circumvented citing political influence…….they are being policed, based on a policing plan and not tagged to an individual. So far, the polling exercise is progressing well in both electoral areas, without any significant crime and safety concerns.”

Two days later, in the usual style, Museveni has come out and arrogantly confirmed the highly held public perception:
         “Having failed to convince the people, then the Opposition plans to cheat and be violent. Here, they are assisted by a Police force that had been infiltrated by, Kawukumi (emuungwe). Why should a Police personnel tolerate somebody using bad language in political campaign? You have no right to speak rudely to any Ugandan or to beat anybody. I was told that the Opposition elements were trying to riot and destroy property in the area because they had been blocked by slightly better organization to repeat the cheating they did in Arua, Jinja and Bugiri. Their schemes will fail.”

According to Museveni, it amounts to high treason for any security officer to act in a non partisan way.
