PANORAMA: How a Ugandan company was picked for congo roads

Sometime in 2017, the Uganda National Roads Authority boss Allen Kagina, unsuccessfully tried to stop local road construction company, Dott Services Limited after complaints were raised about their performance on the Nakalama-Tirinyi-Mbale road in eastern Uganda. They had first been contracted to rehabilitate the road in February 2015, with a completion timeline of June-2017. The works are still unfinished. Kagina’s attempts were upset by several high profile officials in government, including President Museveni who said the company had agreed to stop delaying projects with court injunctions after failing to secure procurement contracts of government. Three years later, Dott Services and government are at it again. This time the company is part of the lucrative Shs 1.2 trillion tender to construct 223km of roads in Congo.
