Makerere University carnage – Museveni ordered both the attack & ceasefire

CHANGE OF GUARDS – The week long carnage by Museveni’s army at Makerere University was ordered by none other than Museveni. That is the position of the military Standing Orders with regard to movement of troops regardless of the size. It is worse when such deployment of troops is to take place in the capital. Not even the army chief can do that without approval of Museveni no matter whether Museveni is in the country or not.  In the event of an emergency, it is only his son, Gen. Muhoozi who can authorize the movement of troops.

The perceived threat by the striking students was politically motivated thus not an ordinary act of lawlessness. Therefore, as had been the case with the November 2016 Kasese Massacre, the Makerere threat fell under the office of the Senior Presidential Advisor on Special Operations, which is manned by his son. Since November 2018, the army has been camping within the university campus ready to strike.

It is therefore very dishonest for Museveni to claim that he did not know that the army had been deployed at Makerere. His Minister of Justice, Gen. Otafiire has linked the strike to treason:
“We will guard this power using the army and air force. Whoever tries to disrupt this power, you are welcome but what will come next, don’t regret,”

The Acting Vice Chancellor has accused the students of conniving with the opposition entities to overthrow the government:
“………People Power’ movement would take advantage of the masses at this hill to champion a revolution to overthrow the incumbent regime.”

Museveni’s wife who is also the Minister of Education has eventually come out of hiding and accused the students of high treason:
“……Apparently, the political opposition in this country – who are well funded “somehow” by some “unknown sources” – find it useful to pay unemployed young people to riot wherever and whenever they believe they see a viable opportunity,”

As to what reports Museveni’s spy outfits gave him in regard to the strike is an open secret. It was due to local and international pressure coupled by having gotten grounds for persecuting some top opposition leaders that Museveni opted to ceasefire.  Museveni has not withdrawn the army from Makerere but just ceased fire. The army will just dress in police uniform and maintain its presence at the campus. Another squad will remain on standby at the nearby Wandegeya Police Station ready to move in at short notice.

The so-called concessions by the University Council is nothing but just instructions by Museveni just to tame the agitated students and to hoodwink the world as he reorganizes his forces for a counter attack and decisive blow.  Otherwise, why didn’t he condemn his army’s highhandedness at campus?For anyone interested in knowing Museveni’s hand in the military deployment, let the student leadership join the chief of the army on the list of individuals that they intend to drag to court.
