Maj. Ronald Iduuli sues UPDF for sh. 1.2 billion
Former defense counsel at Makindye General Court Marital (GCM) Major Ronald Iduuli, who recently threatened to sue his employers, has proceeded and lodged a civil case against the Uganda People’s Defense Forces (UPDF).
The Major is suing the Attorney General and his former bosses Major Gen J.B Musanyufu and Colonel Dr. Godard Busingye for what he calls his unlawful dismissal from office and forceful retirement from the army.
Iduuli says he was kicked out of the army at the time Major Musanyufu (now Joint Chief of Staff) was the Chief of Personnel and Administration/Secretary of Commissions Board, while the 3rd Respondent Colonel Godard Busingye was and he is still the Deputy Chief Legal services of UPDF.
He argues that his removal from the post of defence counsel at GCM without communication from the appointing authority (Commander in Chief) was irrational and malicious.
The Major therefore wants a court declaration that his forceful retirement, which he didn’t apply or qualify for (in terms of age or health), was unconstitutional and illegal.
Iduuli also wants court to issue orders prohibiting UPDF from further harassing him through imprisonment threats. He says ever since he served the respondents with a Notice of Intention to Sue, he has been receiving threats.
Who is Major Ronald Iduuli?
Aged only 42, Major Ronald Iduuli joined the army on 16th April 1998 as a Cadet Officer. While serving in the army he attended a number of courses that included the cadet course, Infantry and Command Course, Tank crew and Command Course, Tank Company Commander’s Course and an International Human Rights Course.
In 2012 Iduuli obtained a Bachelors of Law from Makerere University before pursuing a Diploma in Legal practice after which he enrolled as an Advocate of High court and subordinate courts.
He served as a legal officer in Mubende Rehabilitation Centre, staff officer chieftaincy of legal services, Legal officer at Wazalendo SACCO, and Acting Director Legal services for Land Forces.
He says he has also been actively involved in a number of operations which include Operations Safe Heaven in DRC where he was a Tank Commander, and also the Operation Iron Fist in Northern Uganda as a Tank company commander where he broke his arm.
In June 2014 the Commander in Chief Yoweri Museveni appointed him Defense Counsel of the General Court Martial for one year which was extended for another term 2015/2016.
On 25th July 2016 he was ordered to vacate the office of Defense Counsel and on 16th December 2016 he was retired from the Army under unspecified circumstances.
