CHANGE OF GUARDS – Ever since Museveni came to the political limelight around 1979, a section of Ugandans have linked his origin to Rwanda hence a Munyarwanda. The pioneers of this campaign were his own ethnic Bahima who on that basis rejected his parliamentary bid in preference for their own, Sam Kutesa during the 1980 general elections.

The first post Iddi Amin regime had eliminated Banyarwanda that Museveni had stuffed in his FRONASA faction of the new army, UNLA. However, when he took to the bush for his sectarian Bush War, he registered and relied more on the unfeathered loyalty of the Banyarwanda fighters and simpathisers. The trend continued after he captured power in 1986 and when Ugandans questioned his rationale, he claimed that he did not not know that they (fighters) were Banyarwanda. Instead, he erected an anti sectarian law purposely to silence those who would dare question his preference for the Banyarwanda.

As the Banyarwanda were set to return to Rwanda following the events of 1994, Museveni granted a blanket Ugandan citizenship to all the Banyarwanda in the world. Consequently, every Munyarwanda from anywhere in the world has a constitutional right of Ugandan citizenship. It is this selfish and arbitrary act that partly accounts for the diplomatic deadlock between Uganda and Rwanda.

Museveni has not only been preoccupied with influencing the political terrain in Rwanda but he has consistently accorded preferential treatment to Banyarwanda in Uganda. Most intriguing is the fact that in his scheme, he accurately identifies even those Banyarwanda who have successfully concealed their Rwandan ancestry. How many Ugandans would imagine that the likes of Sarah Kagingo, Simeo Nsubuga, Frank Tumwebaze, Kaka Bagyenda, Jotham Taremwa, Judith Nabakooba, Justine Bagyenda, Fred Bamwine, Robinah Nabanja, Ronald Kibuule, Kin Karisa just to mention but a few, are Banyarwanda!!

What magic does Museveni use to identity them? It is only in rare circumstances that he has misfired on the likes of Aidah Nantaba, Aisha Kabanda, Charles Rwomushana, Tamale Mirundi and a few others.  Those who have been close to Museveni will agree that he is fond of spotting strangers with Banyarwanda and Hima physical features before directly and indirectly probing into their family and migratory background.
